The Sugar Land Starts Innovation Fund is an economic development grant program launched by the City of Sugar Land, Texas in March 2026. It's a sales tax-funded, performance-based, non-equity-dilutive incentive designed to attract high-growth, revenue-generating startups to relocate to Sugar Land — while also helping the city fill vacant office space and diversify its local economy.
It's run out of the city's economic development office (Sugar Land Economic Development / SLOEDT) and sits alongside the city's broader innovation push, which also includes a local partnership with Plug and Play, the global startup accelerator platform.
The fund supports the city's 2025–2027 Strategic Action Plan goals: stimulate local economic growth, create quality jobs, activate underused office space, and position Sugar Land as a regional innovation hub in the Houston metro area.
